The very first thing is to decide if the traffic lights are to follow UK practice or Continental practice?
That will often determine the type of controller circuit board. Though some boards do offer both styles of light sequence.
Next is to decide on how the lights are to be positioned. Both sets facing the same way with one set on one side of the road and the other set on the opposite side so as both sides of the road show the same aspects for the same direction. Or are they to control a crossroad? Where possibly one posts lamps all show the same aspect while the 90 degree set show the opposite aspect.
Are the lights LEDs or filament lamps? The seven wires are I suspect 2 x Red, 2 x Amber, 2 x Green and one common for all. Hopefully if LEDs they are wired as Common Cathode (Negative),
