Glueing XPS Foam to Plywood Baseboard

I have a 9mm plywood top on my baseboard and I plan to put a 10mm layer of xps foam on top, I will also be laying 3mm cork strips on top of the foam as a trackbed. What glue would you recommend for securing the xps to the plywood? I have ‘No more nails’ which I was hoping to use. Also is PVA suitable to secure the cork to the foam?

I would use neat quality Woodworking PVA for all gluing work as it shouldn't cause any interaction to the foam boarding. You may need to add weights on top of the glued items for some 24 hours to ensure a quality and secure bond.
