Static grass virgin

Have bought a static grass shaker to have a bit of a try out. Thought I would try some areas of longer grass but not go the whole hog and cover every surface. Is it ok to static grass over scatter? Would small areas look ok or should I have gone for static grass over everywhere from the start? Advice much appreciated.

It’s perfectly ok to use scatter as a base layer. I did similar on my N gauge layout when I added a little static grass to an already scattered field to give some variety of colour and texture.
