Try soaking them in T-cut to soften them them lightly scratch them off with a cocktail stick.
If that fails an industrial size sandblasted and a respray might do it.

I suppose it depends on if they have been coated in varnish. If not one of The decal setting solutions like microsol/microset will soften the bond and a low them to be lifted off
If they have been varnished then it depends on what type of varnish was used, enamel or acrylic.

A spot of petrol on a cotton bud did the job, gently dabbed on for a second and decal lifted with a blade, no damage to paint at all.

Its a slow job Steve, yes it will re-numbered either 188 or 198, when my research is concluded into the last train to ever run on the line.
