A fixed value wire wound 10 watt resistor of the required Ohm value would reduce a track voltage, but be prepared for it to get hot! Plus its likely to cause issues with lower speed settings. The problem is the applied volts alter on DC from 0 to over 12 which in turn alters the wattage (VxA=W)
