It’s in the Baltic, and the three towns are Moscow, Kiev and Murmansk. The Cyrillic characters suggests one of the former Soviet states but the distance to Kiev is out of kilter suggesting it may be on the Scandinavian side of the Baltic maybe Stockholm.

Oslo is 1455 Kms from Murmansk.
Oslo is 758 kms from Moscow
Oslo is 1627 kms from Kiev

Ok i will come clean, i always wondered where you would be looking at that sign, but could never work it out.
