My Dad used to get the steam effect back in the day by blowing smoke from his Players No6 across the layout. Grandad would use Woodbines.

They have been doing this on kiddies toy trains for years. They only need a litrle water and a heating element. The steam usually lasts around 15 minutes and the kid adds a few drops more water and his toy train carries on.
