I use MS Visio for all my web and personal wiring drawings, but there are several drawing packages free to download on the WWW Just Google "Free Drawing Software" One such is LibreOffice - Draw which also can open .VSD files (MS Visio format) https://www.libreoffice.org/discover/draw/
Another is the excellent Apache Open Office which includes Draw. https://www.openoffice.org/download/

If you have MS Word then there is a useful vector drawing feature in the program. You will certainly be able to draw simple 2D drawings which probably covers wiring diagrams. It does not have things like electronic symbols but if you need to get down to that level it is simple enough to draw your own. It is probably a bit clunky compared to dedicated drawing programs but if you have MS Word it is “free” and you can soon become quite adept with it.

There is a free drawing program for electronics called TinyCAD that could possibly be used.
I generally use a combination of TinyCAD and PaintShop Pro for my diagrams.

Like Brian I use MS Visio as it is a very capable piece of software enabling simple drawings or a professional standard output. My version is 2003.
Most people are shocked when they find out how bad I am as an electrician
