The cooke track plans are very good -I used them to build my 65feet long model of "The Exe Valley " line
now 40 years ago !

I model in "O" gauge ,( also suitable for OO N etc,) a really good road surface material (and inexpensive) is dry medical wipes which come in a pack of 200 for about £2-50
