My PowerCab had a similar problem when new. On testing i had the same results as you.
I found that the "diode" across the PCP output had dry joints so I re-soldered the legs and all was well.

Hi all, Does anyone have a Bachmann E-Z command control centre connected to a Bachmann DC controller with the "Black wire"?
If so could you confirm that the "Back wire" is a 3 core cable connected pin for pin? 3.5mm stereo jack plug to 2.5mm stereo jack plug.
I have just bought a second hand unit ...
