As Brian says it can be a feature of the controller design that means under no load modern meters dont give accurate results. So a little project to try my hand at something more complex, Creating a NIR Class 80, so from drawings found online created into a wooden template and then after checking the look and dimensions copied into CAD. the plan will be to laser cut it after a house move so this is the research and testing...

Well why did I think that a coronation class would accept a coronation class tts decoder without a fight, 'may' need to modify the weight is a slight understatement. Anyway it got in and tested successfully and then packed away in a box. That is the end of the modelling for a few months as I go away...
